Park County Commissioner Lee Livingston said working with his agent health care provider, Dr. Aaron Billin, was collegiate. They did not always agree, but the Commissioners trusted the doctor’s expertise. But he feared that the proposed legislation would impose too many responsibilities on laypersons without medical training.
