According to the Arizona Auditor General, Moran financially benefited from the vendor and failed to disclose this to the district. Moran then reportedly created two false price quotes on District records for two other projects. Moran admitted that he used amounts from previous bids to submit the pricing. The investigation alleges that William Moran, the former director of operations with the district, had a conflict of interest involving one of the district’s vendors between June 2017 to January 2018. From the vendor, Moran received construction materials and services priced between $52,000 and $72,000. Moran also loaned an additional $25,000 to the vendor and received an additional $2,000.

Arizona Attorney General’s office obtained an indictment against Moran on four felony counts related to conflict of interest, fraudulent schemes, and forgery.
