You can get the Nagakiba in two different ways. The first way is to just kill Bloody Finger Hunter Yura. He will then respawn in one of two places: north of Murkwater Cave and south of Agheel Lake, or by his camp right next to the Seaside Ruins Site of Grace.

To get Yura to spawn at the Seaside Ruins, you must first talk to him under the ruins north of Murkwater Cave after he helps you beat Bloody Finger Nerijus. There, you can kill him right where he is or talk to him to begin his quest.
